This PR adds explicit setup of the uv Python package installer to two GitHub Actions workflows that handle release operations. The workflows use uvx (via just commands) to run toml-cli for version management tasks, which previously relied solely on Hermit to provide the uvx command.

The Justfile recipes
get-tag-versionandprepare-releaseneed uvx, and we don't manage uv with hermit. Any of those other things could arguably change, but for now, just add it where we need it.
